The Central Registry of Affiliates (REGOS) is an institution founded by a Regulation of the Government of the Republic of Croatia (Official Gazette 101/99), with the aim of providing technical support for the second pillar of pension insurance. The founder of the Central Registry of Affiliates is the Republic of Croatia. Other legal persons may be founders of REGOS, according to the conditions and procedures stipulated in the Regulation on establishment and the Statute of REGOS.
A high level of quality in the system is the basis for the successful operation and development of REGOS in the future. It is the foundation and guarantee for achieving satisfaction for each of our workers, business partners, clients and society as a whole. The responsibility for quality is reinforced by managing and implementing quality at every moment and in every part of the REGOS operating system.
Quality is a feature of all segments of operations, all phases of the operating process, and all elements of service provision, and is achieved by ongoing monitoring and the elimination of the causes of low quality, particularly through preventive measures, including training and information dissemination, the most up-to-date techniques and technology and organisation of work.
Making the REGOS IT system secure is one of the essential preconditions for ensuring REGOS's quality of work, as is protecting the IT system from potential external or internal unauthorised access to data and resources. REGOS uses the human and technical resources of FINA (Financial Agency), APIS IT (Information Systems and Information Technologies Support Agency) and HZMO (Croatian Pension Insurance Institute), and builds an IT architecture with all possible security mechanisms and procedures.
In observing the experiences of similar institutions throughout the world, special significance is attached to ongoing further training and education, whether for management or all staff. Due to the quality and security of the services provided, our work in implementing the defined Quality Policy should contribute to greater satisfaction on the part of our clients, partners in interpersonal relationships, workers in their position and role in the operating system, and the founder and owner of REGOS, due to changes in the way this public institution is perceived in the wider socila community.
Quality policy is a basic element of the Quality Handbook, and is built into all other REGOS quality documents. With the aim of ensuring long-term suitability, the Quality Policy will be continually re-examined and altered, according to needs.
The implementation of the provisions in the Quality Handbook and other quality documents, and their development, form part of the permanent contractual obligations of each worker. Commitment to fulfilling the demands set before us by those using our services, and the continual improvement of the quality management system, by implementing the Quality Policy, is the only acceptable mode of work within REGOS. Management and employees aim to achieve the Policy in full by elaborating goals at all levels.
To be an institution serving citizens, recognised by the wider public for its efficiency and the high level of quality of the services it provides, as well as best business practice, in accordance with EU accepted standards.
The reason for the existence, work and development of the Central Registry of Affiliates is to create, build and develop an operational and appertaining pension insurance IT system, for the pension insurance scheme based on individual capitalised savings, and to keep and maintain a registry of information of each insured person's contributions towards compulsory pension insurance.
The mission of REGOS is to set up a functional, transparent system, based on continually improving the quality of services, through the efficient, economical and rational management of available public resources, while applying modern organisation, contemporary technical and technological solutions and a high level of expertise and professionalism among staff and management.
The main activities of REGOS, the new institution of the reformed pension system, are:
1. Enabling registration and changes of membership of a compulsory pension fund
2. Acquisition and control of compulsory pension insurance data per affiliate
3. Maintaining a single accounting system for individual accounts
4. Enabling the balance and transactions on individual accounts to be viewed, and providing support when closing individual accounts and transferring the assets of fund members to those authorised by law to receive them
5. Keeping and maintaining the Registry
6. Forwarding data from the Registry
7. Data protection
REGOS STRUCTURE WITH OUTSOURCING PARTNERS
Within the organisational structure of REGOS, in accordance with business strategies, an organisational network is used, i.e. networking of outsourcing partners. This form of organisation does not prejudice the basic function of each member, but simply links them in a network. Networking is the response to increasingly complex business conditions and the need to reduce costs by using existing human and technical capacities as far as possible.
The bodies of REGOS are the Managing Council and the Director. REGOS is headed by the Director.
In order to carry out its activities, REGOS has been organised into the following organisational units:
